Proxy Tunnel

Proxies can handle queries from Internet Explorer queries, but I would like to tunnel all outgoing traffic from an application to a proxy server, what program might I be able to do this with?

You can do HTTP tunneling through Proximitron. The original author doesnt support it anymore but its still available.
