Neptoons and Cartoon Chaos are both very good. CC is not open, and getting in is pretty much not possible until they do. Neptoons is available, and should meet the majority of your needs. When you get the chance, having both makes a very complimentary set.

demonoid. i've always found this to be more satisfying than other toon trackers. speed can be slow sometimes but they've got lots of toons.

iptorrents has looney tunes golden collection aswell as lots of other interesting stuff in the kids section, good content but speeds can be disappointing.

check various power user forums some offer cartoon chaos invites.
