depends of type of blog and what is your plans with it. If you want simple blog, then you can get that from any website with their doomain.

i mean the pc softwares which are helpful in writing and posting also for editing themes etc i know html and css

any other suggestion except adobe

Use adobe dreamwaver for editing css, html, php etc files. For posting look for specific addons of the software that you are using.
