I am curious if anyone could help me locate a copy of Hellraiser III: Hell on Earth in widescreen without it being the HD release

Yes, but getting something that old on free newsgroup servers....good luck.
I pay ~$11 a month for newsgroup access, although you can find it for less then that, or pay just for X amount of traffic instead of a monthly subscription. Keyword to look for is retention, you want at least 900 days for that file.
Take a look around the newsgroup section of the board for advice/help if you are interested, I am far from an expert :)
