Making a PC game request?

Hi, can anyone point me in the direction of how to make a pc game request on newsgroups, i'm specifically after C&C Red Alert 3 but can't find it. I've read a guide someone posted a while ago on making requests, i've never done this before and i'm not too sure about where i would go to make one for pc games.

That's the expansion pack, it was the original game I was after.
