The reconnection script you should use depends on your router and/or modem and provider. Searching Google for your router's brand and model or ISP and connection type plus "reconnect script" would be a good start.

Other than that, I can't help much, as I have Premium accounts for my most used hosters and don't mind waiting otherwise.

As I said before, I couldn't really tell you.

Check icanhazip.com and write what you see there. Reboot your modem and/or change your MAC address (http://www.mydigitallife.info/how-to-change-or-spoof-mac-address-in-windows-xp-vista-server-20032008-mac-os-x-unix-and-linux/). Check icanhazip.com again. If the address changed, it's dynamic.

@mike160
Emphasis on this, definitely change your MAC address to see if it's dynamic. I found that with my ISP, I don't get a new IP unless my MAC address hasn't been connected for over 24 hours OR I spoof my router's MAC address to something different. If you don't know how to change your MAC address (I assume you do though), then you could just try giving internet access to another network interface device (e.g. directly into your computer) instead of your router when your modem boots up.
