open signup might be next to impossible, it's invite only. since their existence they opened signup only once in 1yr span.
Personally, i have used up all available invitation atm, shall invite once i had some.

I know someone who's a member and reviewed it. It has a vBulletin frontend. Apparently there's little content out of the ordinary, and most torrents are dead.

That was as of December 2010 - things may have changed since then.
