Need a website that..

Hey all I am a new member of this site. So I need a website that u can actually search files on and can only download 1 file at a time. I need this to prove something on an other site as my IP gets the same with many other IPs, so it matched with IPs of many banned scammers. Thanks. :)

Just wondering ... but how do you know that the banned IP addresses were because of scammers (and not just one single scammer but "many scammers") -- instead of some entirely different reason?

I ran this through Google translate a few times and still can't get anything that makes sense. The last one gave me this:

I thought of 4Shared too (they're the only OCH with a search engine I know of), but I haven't used it for a while, so I don't know if they only allow one simultaneous download for free users. Couldn't find anything on their premium features list either. It's probably like that though.
