Being using torrents for more than 5 years but no matter what setting I apply torrents never match http downloads ex 2 mbps with http gives me 240kb compared to 195-200 on torrents can this be anyways be fixed

An HTTP download is usually a single connection to a high-bandwidth computer. Torrents often open many connections to hosts with differing upload speeds, which creates extra overhead. You have DHT and PEX enabled? That stacks, too. And don't forget upload...

If you lower your amount of maximum connections and cap your upload as it is recommended by just about any BT guide out there, you should be fine. Both ways of downloading can max out my download here.

As anon said... throttling your upload speed is generally a good practice in torrents.
Typically setting your clients max upload speed to 80% of your total upload speed will ensure good download speeds with most isp's.
Normally if your uploading at max speed they throttle your download speed lower so setting it at 80% avoids this happening.

Yes I have done those but it does not helps does Require Encryption is preferred or Enable Encryption is preferred ?

Encryption will only help with speeds if your ISP slows BitTorrent traffic, and even then the chance is low - most shapers can "see through" the weak cypher. Anyway, if you want to try... "enabling" encryption will merely allow it to be used, while requiring/forcing it will drop any non-encrypted connections. That won't be a problem as virtually every BT client in existence supports it.

Can someone explain the below options , setting the no for peer limit per torrent to lower (30) will result in creating connection to 30 peers only would this be helpful in situations where you know that your 30 peers can max out your connection ?

30 would be the maximum. Obviously it can be less if your client doesn't see the need for extra connections.

Bit torrent speeds can actually outperform a high speed server download, but this would be based upon a fibre optic line from the client, many seeders with uncapped upload speeds and a good service provider.
