Need help to solve this problem....?

Yesterday I installed Xp, but does not allow me task manager access.
The Massage comes ( Administrator does not allow you to access Task Manager ), what should I do access Task Manager...

Download, install & update superantispyware (http://www.superantispyware.com/).
Run the program, on the main page, click the Repairs button and then run the third fix down, Enable Task Manager
Then perform a full scan with it.
