my uncle was talking about this program that u can enter an ip adress and it will give you an exact location, on a map or something. what program does this type of thing

Well there are many, however its not acurate it only gives you the location of that

ok this one is good, but is their one that can track it down 2 a adress, or company?

NeoTrace is another one but I doubt that even if it gives you an address or company name that it will be acurate.

You really can't pin point an IP number to a geographical address because IPs are dynamically assigned to people that log on to the net.

Not much. Only ISPs know 100% what IP number belongs to what person at any given time.

if you could pin point any one person (or IP) with a tool available to the general public, that'd be a little dangerous, don't you think?
