File Won't Delete

I've had this file on my system for a while now and it won't delete! it always says it is in use or is read only. I've checked out both of these things and i don;t think it is in use. anyone know how to get rid of it?

Boot up into safe mode and then delete it.

If that doesn't work use a DOS boot disk.
