telkom line speeds & softcapping

since ive been upgraded from 1mb to 2mb im experiencing 45kbs line speeds since the 10th of this month.from the 1st it was like 208kbs yeah.is this softcapping or just thee exchange that cant handle all the traffic?need some info here

Its probably your ISP capping your speed m8

Im on 60mb but when im downloading from my news server and have already downloaded 7gb i get cut down to 20mb
