how do I decode bak files what program does this best

It's hard to give a straight answer, because BAK files are generally automatic backups created by a program, so that you can restore the original if a change goes wrong.
Telling us which program produced the file and why you want to "decode" it would go a long way.

The easiest way to open a BAK file is to double-click on it and let your PC decide which default application should open the file.
