If you have the exact same file, you can seed. If you are looking to download, it will really depend on the tracker and support from people who are willing to reseed for you.
What is it you are trying to do, and where?
Sometimes, it is easier to find the file elsewhere.

Ask for a re-seed
Make request of the torrent to be re-uploaded
If that don't work, please only use this as a last resort

I assume you really need the German dub, then? I seem to remember this topic once before. I suggested grabbing a full blu-ray with all of the language tracks intact. Is that not a possibility?
Torrent is not dead. More a fault with the original uploader.
He selected one private tracker (complete with his passkey).
3 udp public trackers.
disabled dht,peer exchange etc.
More of a case that people cannot connect.

If you have to make a new torrent remember to link it in the comments of the old one. Seen that more than a few times.
