Is there any free programs that will hide my IP Address from my internet provider while i am downloading, also can they be turned on and off and only used when needed.

What you are describing is a VPN service. Most are not free- especially for large-volumes of bandwidth used for BT data. For general browsing, you might be able to find something to your liking.

I'm curious what good are these VPN programs when every computers has it own id ? ( it just like a PC dna ) ... I mean you can hide your location but you can't hide your id numbers . So if anyone on the law side were to ever try to find you they can by your computer id, No ? And yes I understand you throw off your ISP what your downloading but still for how long before they realize what up

If you are interested, the answer is that yes, each computer has it's own 'ID' i.e. I.P. address, however a VPN uses a TCP/IP protocol called PPTP or point to point tunneling protocol to create a private 'tunnel' between two disparate I.P. addresses. Servers on the internet will only see the I.P. address at the beginning of the tunnel, not the terminating I.P. (i.e. your home router's external WAN I.P.). Since VPN services are anonymising services they delete or do not keep logs of the user's I.P. addresses, making a match for the purposes of DMCA infringement impossible. Of course VPN's are used for many other uses especially in the case of services which require an American I.P. address in order to function, i.e. Netflix, Hulu and other services, making these services available to people in other countries.

The cost of a decent VPN service is quite cheap per month and there are some free services as well, they are just not as comprehensive as a paid for service.The cost is certainly far cheaper than hiring a seedbox to download/browse from an I.P. address that isn't your own.

If it's only web browsing, sometimes a cheaper option is to use a "proxy" service. But it's harder to set up. There's many providers out there. Instructions are on their site. Search google for "Private Proxy Service"

as long as you don't pay your VPN provider with bitcoins, you just get a fake illusion of being anonymous. as of today, the only way to be more or less anonymous online is the tor network and that one is far from suited for downloading activities.

Yes, sure you can. There is endless free service out there which allows you to do so and ranges from different types of connection.

1) VPN: You can access many 1GB/RxTx public PPTP/L2TP network as its mostly common for free users without registration. Just be aware that it depends on the Admin if they want to monitor or sharp traffic based on their own guideline. For example block Torrent or have QoS enabled for prioritizing packets based on DPI/SPI. Most of the free service range from FULL/LIMITED anonymity as they might log or redirect since they run on AD based revenue. Since bandwidth is not cheap since giving away free as promotional for abuse. On the other hand you can buy VPN access which is like $4-5USD a month with full anonymity, but since you PAID for it then it can be subpoenaed as you don't have access to connection logs. You can also buy VPS which goes for same price and enable PPTP access by turning tun/tap and then installing free Access Server like OpenVPN. Since you run it on your own remote server you have full autonomy access to everything, as only your knowledge is your limit.

2) Proxy: Same as free VPN you can find virtually ENDLESS socks4/5 proxies which will also be limited and mostly they do same record basic packets depends on the admin. Mostly just basic http queries and redirects to sell you their sponsored goods. You can find some good proxies time to time which is full but they mostly die since eftards use them to upload CP into 4chan or route traffic via DarkNET. Same as VPN you can get paid proxies or run your own on VPS for example SS5.

3) I2P/TOR: Now this is not advised for fools as IP's are leaked and gov has and still actively planting nodes to discover users. Also I don't recommend it as you will just put burden on the network trying to be anon when i'm sure there is nothing you possibly do that will require being "anonymous" other than trying to download some queerbait contents like gayporn/cp. But yes you can use i2p outproxies and tor bridge to act as bridge to route traffic.

Or do what I do access via wireless and reroute traffic. You CAN be anonymous if you know enough in networking, but that is if your wiling to stand by few rules and stay out of radar. They can and will find you depends on what your doing but only THE big brother has that type of resource.

That is more an explanation of why would you want to hide an IP address. Doesn`t really cover the original request

On that 'original' matter you can find hotspotshield over at andr dot net. I run it in a VM only (bridged network VMWare) and not actually main machine as bouncing around the world for day to day stuff is just crap and slow

I studied probability at University which is to say I probably skipped that boring stuff to go out drinking and through the use of algorithms and pie charts and stuff I have concluded that there is a 99.784% chance decyjohn and johnroyal being the same copy/pasting person and that in less than or equal to 5.6 days he will attempt to post some link to a commercial website which will result in his ban.

All sounded like a call centre script for me. At least he/she/them/team was honest on his/her/there location.
