I noticed this forum doesn't have a request section for TV, Movies, Games, Apps, etc. Is that not allowed?

It's not disallowed, explicitly or otherwise. You can start a thread in the File Sharing section asking for an NZB and/or other pointers on where to find what you're looking for.
