GIMP is good but it's not very intuitive to use. One you get the hang of it it's really good.

Seconding GIMP, it's a pretty good alternative to photoshop though it's not as good. Paint.net is another option but I didn't really like it

If you want everything AND the kitchen sink, go with GIMP. If you want quick and easy (rotations, cropping) go with Irfanview. If you want somewhere in-between, go with Paint.NET.

I remember the IrfanView vs. XnView "war" of the early 2000s :happy: But as an editor it's pretty limited, you only have visual effects and basic cropping/rotation.

i prefer IrfanView for quick steps, but haven't found a good substitute for PS/LR...

For mobile then SnapSeed is absolutely fantastic, but for PC then it's GIMP.

GIMP for complex image editing.
ImageMagick for quick n' dirty batch jobs ( resize the 10,000 pics uploaded by a client to put them on his website, but without overdoing it because he's a cheap bastard... kind of jobs)

I use IrfanView (which has command line support) for this, but ImageMagick has the advantages of being a pure terminal program, free software and multi-platform. Make sure to also have pngcrush and jhead in your arsenal... oh, and there's a batch mode in waifu2x :turned:
