A video card that allows video in...
The bunner, and your choice of the software out there to do it with.

you will need a video capture card. this will convert your analog vhs signal into digital form.
you will need plenty of space on your hard-drive. anywhere from 2-4 gigs(or more) per hour of video depending on the quality at which you encode it.
after that it is a matter of utilizing dvd authoring software to create and burn the dvd.
getting a multi-format dvd burner is the wisest thing to do. you will increase your chance of playback compatibility among the differing brands of players.
