To my understanding, (which is by no means definitive) it's because some characters are used by the system to indicate things like drive letters and/or filepaths. EG: C:\Windows\Temp
Virtualbody has already done wildcards better than I can explain it.
And some are part of other coding languages, like <html>

It's just to stop filenames causing conflicts with system commands.
