PuntoTorrent has or had an invite application on their forums, and ChileBT seems to be open for signups, but the latter's layout and design are broken here so I can't confirm.

Anyway, I think you're better off trying to join a Spanish-speaking DDL forum. In the past we had ba-k.com and argentinawarez.com, but I don't know which the good ones are now.
