Along these lines, is it possible to convert a animated BMP to a Animated GIF and visa versa, i cant find a program that does it. the only conversion that i can find is non animated

IRFANVIEW Image Viewer and Editor will view and convert psd to bmp or jpeg - or view/convert just about anything else.

And it's legally free 800kb download at ... www.irfanview.com
You will probably need to get the 2.2mb irfanview "all plugins" to view and convert the more complex image files. It will even accept the photoshop plugins.

Search the net for "irfanview tutorials" .. You'll love it.
