Bittorent Problem

I tried to resume a download of game and i kept getting a message saying


Error (09:18AM)
Problem connecting to tracker- <urlopen error (10061, &#39;Connection refused&#39;)>

I left my computer on over night and not a single byte downloaded, and also i tried using another torrent program and i kep getting this fucking message.
