Help With Control Panel

I run win-98 2nd.
I can open up the control Panel, and I can see all the things in the
window. However, I can not open any thing in my control panel. For
example, when I d-click on any thing in the control
panel I get this (x) window with this Message.
"ACCESS TO THE SPECIFIED DEVICE,PATH,OR FIEL
IS DENIED".

How do I get my Control Panel Back???

by not messing about with everything all of the time

I am sure a tweak in the registry will help. But I can't rememeber what to edit.

not sure but are you the adminstrator?

I am the administrator. It shouldn't matter. This is win 98. I don't think you can set administrater rights without messing with the registry. The thing is, that I can't remember even entering the registry. What do I need to change to fix this.
