Under the C drive - under Windows there is a folder "Temporary Internet
Files". I have a sub folder marked Content IE 5 which has a number of
sub
folders. I tried deleting them but they keep coming back. I notice
there
is a file Index.dat which can not be deleted and it seems that after I
shut down and boot up all the sub folders are there.

Where are these folder from??? How can I get rid of them.

You dont have to delete that stuff, that is the place your internet browser stores things. If you want to clean it out once in a while, use Windows Washer.

if you dont have window washer, and IMO, dont really need,
open your browser and select tools>internet options>and then hit 'delete cookies'
and 'delete files' and even 'clear history' if ya want ;)

sorry, this is of course in IE6, dont know about opera, mozilla, etc.
in those cases you can do a simple disc clean up and select the temporary internet files, etc. and it should take care of it :)

It sounds like you should check out Steven Gould's Cleanup! (http://cleanup.stevengould.org/).
It's a nice little piece of freeware that I've been using for quite a while now.

Cleanup! clears your browser cache and recently accessed files history, deletes all your temp files, cleans that index.dat and will even clear the high scores in solitaire and minesweeper if you want.

These folders are protected by windows, so you cannot delete them. The contents can be removed so many different way, you prob. have some software installed without realising that does it easier than manually clearing through the control panel.

you can get rid of it, the only way to not have it come back is dont browse the net anymore
run a disc cleanup, then see if the file is there anymore, for me its not
but windows will build another as soon as you start surfin again

I think even if you browse pics on your local directory you will get these folders returning, so not just browsing the net.

hmm, something for me to look into
(i run the cleanup so often i havent noticed  )
i just know it gets rid of it, but thought internet connecting rebuilt it

it is, after all, IE content, it shouldnt have anything to do with windows explorer
unless its built-in windows spyware :o :P
