What is the best program to use for resizing images withought loosing much quality?

i have used paint loads of times nad never used that tip.
that is a really simple and straight forward tip for a noob (including me) ;)

If you have XP, there is a nice simple Power Toy that lets you simply right-click on an image file and select what size you want to make it. The quality is usually pretty good (unless you're going from very small to very large). You can get it here...
