how can put a background under one username but a diffrent background on the other username. because when i put it on one username the other one gets change too how come?

There's nothing wrong with WinME, mate.

I think in the Users section of Control Panel there's a setting for which parts each user can customise... IIRC the one you need to enable is Desktop & Start Menu
