Encoding & Authoring Programs

Can anyone suggest simple to use encoding and authoring programs (freeware if poss). I have tried various over the last few months, with varying degrees of success but it would be handy if the all-knowing could share their knowledge with the dumb but determined.

VCD, SVCD or DVD? Although TMPGEnc (http://www.tmpgenc.com/) is the best encoding program for all of those.
