sndrec32 - windows sound recorder. Look under accessories / entertainment. Yes, its installed as part of windows.

All you need is the Radium codec [link] (http://www.softpedia.com/public/cat/11/1/2/11-1-2-10.shtml). All you do is load the wav file in sound recorder, 'Save as...' from the file menu, and you get a box at the bottom that lets you change the encoding type and rates.

Sadly, Radium is CBR, i.e, not quite as good as lame, but it does the job. :)
