They are not suing downloaders that are Leechers only the ones that also shares are in risk of that and only American Citizens. But the thing is if the RIAA will be able to continue to sue more people after the Verizon trial which they lost. US ISP's are currently not forced to give out personal information about its customers to RIAA.
