I've used CoffeeCup 9 (http://www.coffeecup.com/html-editor/) for a while. It's a damn nice HTML editor thats easy to use and has a ton of extras like FLASH, Pearl, CGI, and Java scripts that are pre-written and easy to use. And yes, it supports frames :).
It has a FTP client, but I still prefer to use SmartFTP (http://www.smartftp.com). It's freeware, easy to use, and best of all, it's freeware. CoffeeCup aint, but Kazaa and mIRC have copys for days. Give her a whirl, she's a winner! :D
