Im not sure if this will work, but try right clicking on the program, then change the compatibility mode to an earlier OS.

The best PSX emulator for windows based operating systems is ePSXe (http://www.epsxe.com) (enhanced PSX emulator).
The latest version 1.6.0 is very good and can run almost every PSX game easily.
From my expirience I can say it's the ultimate PSX emulator.For best results you sure want to get Pete's GPU,SPU and other plug-ins.
