is there a program that can add hover menus to the desktop to clean up all the clutter and keep it organized?

Yes, it's called manual drag and drop into recycle bin! :P
you must have one big desktop with a lot of garbage on it, or just really lazy if your asking for a program to clean it for you!

no i just don't like clutter and i have a lot in the start menu, i was thinking more of condensing like taking all the icons i use and not pputting them everywhere on the desktop in a menu away from the start

Have you tryed desk top cleanup wizard? Win xp right click go from there. :)
