Tmpgenc Won't Work

i get this error every time i try to encode a movie!!!! No matter what movie it is. Even tmd movies. "read error occured at address 00402F40 of module 'TMPGEnc.exe' with 20656850". Can anyone fix this? And if they can't is there any recommendation for another program that can convert to vcd?
