it is part of kl extesions. im not sure of every detail of the file, but i know that it is part of the option to lock kazaa lite during use. i am unsure of why it is showing up on your desktop though.

because the shortcut they run kazaa from doesn't have the
"Start in" set to the kazaa folder.
