Bad Users

How can I Ban selfish users from downloading from me? I have noticed that there are a number of users that have set their upload bandwidth to '1', I wish to stop them from uploading from me as they have effectively stopped anyone else from obtaining their files...

How can this be done? Please e-mail me with any helpful ideas.
