Why is that in the field of "Topic Title" uppercase letters are not permitted amongst lower case letters?

They are allowed. However, the stylesheet formats them so that every new word begins with a capital.

May just be an attempt to 'tone down' the topic titles cause NO ONE LIKES SEEING THEM LIKE THIS.
