Macromedia Software (http://www.macromedia.com/) like flash, freehand, and firworks can do a lot.
Adobe Photoshop and Illustrator (http://www.adobe.com/) I think more Illustrator since it's vecotr graphics, but anything can be done with Photoshop
The Gimp Homepage (http://www.gimp.org/the_gimp.html) free art program comparible to Photoshop.
