If your complaint is legit, here is what you can do.

Go to you local police station and ask for a piece of official stationary and an official envelope.

Mail this guy a letter:


Dear Sir,

A formal complaint has been made activated against you in regard to a $50 debt. If this charge is not addressed within 1 weeks time, the complaint becomes finalized and a court date for this matter will be sent to you. At that time, you will be allowed to testify on your behalf. If you cannot afford a lawyer, the court can provide you with one. If you miss this court date, a warrant will be issued for your arrest.

If the matter is cleared before 1 weeks time, this charge will not become part of your permanent record.
