what is the best image file type (samll size, great quailty). also is there a software that can convert images to the best image type?

The two most popular formats --- JPEG and GIF compression formats. The general rule of thumb is if the image is a drawing (flat) use GIF. If the image is a photogrpah (detailed picture) use JPEG.

Use a general image editing program to convert the images.
