Don't know about cats and mice... but that game plays a lot like a couple of oldies I encountered way back in my gaming career.

The only game I can remember that had cats and mice was a kind of Pacman clone called Mouse Trap (http://www.thelogbook.com/phosphor/summer99/mouscrap.html) but it was nothing like the Dexter game you linked to.
