What Is Khancer

What does Khancer do? I notice it attempting to connect to net prior to klite 2.6

Khancer = The main tool used by K-lite v2.6. It adds features such as custom webpages, ASM, accelerator, advanced right click menus and many more features.

It needs to "access the internet" as it runs a small webserver at 80, the webserver is used to display custom webpages.
