WinAmp (http://www.winamp.com/) will play them (i like version 2.95 (http://bitzi.com/lookup/4M47BKBY36P4VHO2XAXLYG6OJKU3NXH4) myself) or foobar2000 (http://foobar2000.hydrogenaudio.org/)
if you get a hold of the vorbis plugin (in_vorbis.dll) you can use 1by1 (http://www.rz.uni-frankfurt.de/~pesch) too

I think most players will play it with an .ogg Vorbis plug in.

ogg vorbis is an audio format that some people use an alternative to mp3, but Windows does not come with a decoder for it. so you need to add an ogg vorbis decoder to WMP, or use a player that already includes one. ;)

this should give WMP the ability to play ogg files: http://tobias.everwicked.com/oggds.htm
that add-on will also let you view .ogm video files.
