I have a virus and it disabled my antivirus and now if I try to open any program it brings up a new windows that says to choose the program you want to use to open this file


It does this when I try to open ie or system restore and everything, how can I fix this, I even tried to run regedit and it asked me that?

Yes. Install a new antivirus that the virus can't disable and delete it.
