what do i need to download to be able to do this?

Get VLC (http://www.videolan.org/vlc/) to previews mpg,mp3 etc.

I do not think you can preview a file from Bittorrent until it is complete, but hey I could be wrong.

I think, but not sure that you can preview incomplete bt/emule files in shareaza.

Yes you can. It creates and allocates the file accordingly. If its mp3, mpeg...video file, audio file then it can be previewed as mentioned above. :)
