Registering A Channel

hgi guys, I want to register the irc channel #ktools for my coming website, and I want to know how to register that channel, I tried registering via the undernet channel service, but it keeps saying "ou must login to X on IRC to apply to register a channel"

What do they mean, and how do I logon to "x"?

Register a username at http://cservice.undernet.org/live/, after its been verified, /msg [email protected] LOGIN USER PASS and to register a channel go back into http://cservice.undernet.org/live/, login and then click "Register A Channel".
