you know how (in xp) you can lock the taskbar to prevent resizes, well when i went to unlock it, the menu option was grayed out. when i hit properties, the checkbox was grayed out as well...

i suggest you have some utility running like tweak xp or spybot ect that is set to prevent the user from changing those settings

check your utility software
