Don't suppose recently you put a new HDD in from someone to copy some files over with an install of windows on it?

I did this recently with my brothers PC and it corrupted the master boot file. Windows XP home disc repair function sorted it.

That's exactly what I did to solve the "blue screen of death" which I recently had.

Although in my case it just occurred only while I was downloading files.

Please, tell me you don't have Windows ME. If that's the case, you might as well reformat.

Anyway, just to be sure, you did be sure to hold F8 after the BIOS screen and before the Windows boot screen when you tried to go into safe mode, right? You pobably have. Well, if nothing can be thought of, I suggest this tool
Bart's PE Builder (http://www.nu2.nu/pebuilder/)
People have made disks with this before and released the ISOs online, but what it is is a fully bootable, 32-bit, graphical Windows environment and works without installation. Basically, you can make your own Windows Live Disk (http://filesharingtalk.com/index.php?showtopic=98483). You should be able to make any change that couldn't be made before under normal circumstances.

Do you have a MS-DOS Start Up disk?

Who's you puter mfg.?

If it's Hewlett Packard, go to their website HP (http://www.hp.com) and download the start up disk. And put it on floppy.
