I lile in a small town in Ar ....they decided to tow all cars that are unlicenced...I have a 48 Ford coupe(unfinised) in my backyard...does anyone know of a free website for legal advise...thank you

Without a few more details I can't be certain, but I would think it only applies to cars on the streets. I seriously doubt that they could come on to your property and effectively steal your possessions.

they say that any car not licenced and not running is puplic nusance and will be towed away at owners expence...i know they do it in other places ( calif), but i dont know if anyone ever changled it on not
