First go here and get a '98 bootdisc http://www.bootdisk.com/bootdisk.htm.
Just hit the file do as it says and put it on a floppy leave this in your drive - go to nero "bootdisk" once opened drop the files you got at suprnova accross then burn.
This will make the cd bootable so you get to a "dos" prompt: a:\ change this to your cd drive letter say d: (or whatever it is e,f etc).
At d:\ "type" cd\windows then press enter.
d:\windows now "type" setup press enter and follow the rest to load hope this helps you out.
This is all persuming you have fdisked and formated the drive beforehand if not go to the first site below for help.

Sorry, I can't help directly, but this reminds me of a predicamint I just had. I decided to see if I could make a laptop owned by a neighbor to work. I decided to wipe everything out. It was a machine designed for Windows 95/NT, but had 98 on it. I tried putting Linux on it to see if it could handle it, but the desktop environment weighed it down toooo much. So I decided to try Windows 2000 and I used XP/2000Lite (http://www.litepc.com/xplite.html) to remove almost everything, got the latest drivers, only used the bare minimum for everything, and a TON of tweaking with X-Setup (http://www.x-setup.net/) and the aid of Black Viper (http://www.blackviper.com/). But, I got it working surprisingly well on a machine with:
a 233MHz Celeron processor
32 MB of RAM
and not much else. :P

The answers given above should answer your question, but there are other options. Like trying 2000. There are other things to think about. Like if it's gonna be online, you won't be needing an anti-virus.

The thing is, I don't really trust Windows 98. I've found it to be unstable. The only two versions of Windows that I've found to be really stable are Windows 2000 and XP. Whatever your're gonna use all depends on what you're gonna use it for.
Sorry, I just needed a reason to say all that. Good Night.
